Powys County Council Leisure Outsource

POWYS COUNTY COUNCIL - OVER 30% SAVINGS SECURED AND INVESTMENT IN NEW FACILITIES THROUGH LEISURE OUTSOURCE
Freedom Leisure, a not-for-profit leisure trust, was awarded a 15 year contract on 1 July 2015 to manage and operate 15 leisure centres for Powys County Council.   

Following an initial options appraisal carried out by V4 Services and a ‘Stop and Think’ workshop, the council decided that the best strategy was for its leisure centres to be managed by an existing specialist operator.   

V4 Services were further engaged to support the council through a full, EU compliant tender process.

Wirral Council Local Authority Trading Company

WIRRAL COUNCIL - GROUNDWORK COMPLETED TO SET UP NEW LOCAL AUTHORITY TRADING COMPANY FOR ADULT DAY SERVICES
In February 2014 V4 Services were commissioned by Wirral Council, using the ESPO Pro5 National Consultancy Framework, to undertake a review of the proposed Local Authority Trading Company (LATC) for adult day services and day opportunities. The brief was to explore the viability of a new LATC delivery model for these services.  Of significant importance was the assessment of:
  • The likelihood of the LATC to deliver the Medium Term Financial Plan; and
  • The ability of the LATC to deliver these services with long term stability and sustainability.
Our team worked in partnership with the council to carry out all the necessary work to provide confidence to the decision makers and prepare the council for moving to a different model of provision.

LIVERPOOL CITY COUNCIL - AFFORDABLE, ACCESSIBLE GOLF PROVISION SECURED AND £1.7 MILLION SAVINGS
New arrangement for golf provision in Liverpool ensures the future viability of its golf courses by eliminating operational subsidy, while securing the provision of affordable and accessible pay-and-play golf.

The new partnership will save the council around £1.7 million over the next five years and very substantial investments in two of the council's golf courses.

Buckinghamshire County Council Legal Services Case Study

BUCKINGHAMSHIRE COUNTY COUNCIL - SPIN-OUT COMPANY CREATED TO TRADE LEGAL SERVICES
V4 Services were engaged by Buckinghamshire County Council via its Consultancy Framework to advise on the best method to create a 'spin out' company to trade legal services beyond the council and to ensure the model satisfied the requirements of Alternative Business Structure status as defined by the Solicitors' Regulation Authority (SRA).

Following all the necessary steps Buckinghamshire County Council was the first local authority to be granted a licence from the SRA and 'Buckinghamshire Law Plus Limited' became effective on 24 November 2014.

Belfast City Council leisure transformation

BELFAST CITY COUNCIL - SUBSTANTIAL SAVINGS SECURED THROUGH NEW MODEL FOR LEISURE SERVICES
V4 Services worked in partnership with Belfast City Council to secure long-term financial savings to be used to part-finance the cost of borrowing for a £105 million capital investment in the development of new leisure facilities for the city.  A new £19 million sporting and community hub is underway in South Belfast.

BEDFORD BOROUGH COUNCIL - £3 MILLION ADDITIONAL INVESTMENT SECURED FOR LEISURE FACILITIES
The outsourcing of leisure management to Fusion Leisure will result in an investment of £3 million in Bedford's leisure facilities and savings amounting to £15 million over the full contract term of the new leisure management contract.

V4 Services worked with the council to manage the procurement process ensuring both secured, and additional, facilities and activities for local people.

North Down Borough Council commissioned V4 Services to explore the options for the future management of Northern Ireland's first 50 metre competition pool and facility and to ensure full realisation of the opportunities to the local area. 

After carrying out a detailed options appraisal we were subsequently commissioned to support the council to procure a leisure partner to operate the new leisure centre 'Aurora'.
